Set out an urgent ten-year police workforce plan addressing officer numbers and skills.
Recommendation
We recommend the Home Office set out a workforce plan and strategy for policing over the next ten years as a matter of urgency. The plan should address officer and staff numbers and skills. Particular attention should be placed on recognised areas of shortage. The plan should be subject to periodic review and impact analysis, with the first of these completed and published by 31 December 2024.

104. Following successful delivery of the Police Uplift Programme, the Government has continued to work with forces to support the commitment to maintain officer numbers at Uplift levels. It is important that each police force has an effective workforce plan in place, to meet current and future needs. The Home Office continues to work closely with policing partners nationally as they seek to build on the success of the Uplift in developing longer term workforce plans.
