Conclusion
There is a benefit to having a sponsored work visa system in that it supports oversight and makes it easier for the Home Office to confirm immigrants are coming to work in genuine roles. However, sponsorship-based visa systems increase the amount of power that employers have over their workers and limit the ability of workers to progress and increase their earnings. Requiring workers to stay on sponsored worker visas for up to 15 years is likely to exacerbate these power dynamics and increase risks of exploitation. (Conclusion, Paragraph 42)
