Recommendation 79

We recognise that the devolved nature of policing means that there are variations in policies, cultures and outcomes between individual forces and institutions. However, based on the evidence we have received, we believe that whilst there have been improvements in important areas, there are continued shortcomings that go beyond individual bias and that amount to a systematic failure on the part of the police service and governments, over many years, to take race inequality in policing seriously enough and as a result to eliminate it from policing in line with the objective set by Macpherson over two decades ago.
