All forces must do far more to use the positive action provisions of the Equality Act 2010 to develop targeted recruitment campaigns, mentoring and support. Some forces have used those provisions very effectively to increase BME recruitment significantly in a short space of time. But we have been troubled to find that until recently many The Macpherson Report: Twenty-two years on 181 forces have failed to use the full scope of provisions permitted under the positive action provisions of the Equality Act 2010 to improve recruitment and progression, despite falling far behind in achieving recruitment that is representative of their local communities.
