Existing diversity initiatives lack consistent implementation and sufficient focus on BME recruitment.

Conclusion
Much stronger national action is needed. We recognise the various equality and diversity initiatives that have been undertaken by different policing bodies but in practice they have not delivered sufficient focus or progress on BME recruitment or tackling race inequality within forces. Strategies and guidance are also ineffectual without consistency in their implementation and delivery across all forces. The Home Office must therefore set out a new framework and strategy to increase BME recruitment and ensure that all forces commit to action, not just some.
