The Government thanks the Committee for its report and its endorsement of Justice Goddard as Chairman, and sets out its response to each conclusion and recommendation in turn.

  • On scope, it says there are "good reasons for confining the Inquiry’s scope to England and Wales", but will require a protocol so that no information "falls through the cracks". The Home Secretary "will consider incorporating the Hart Inquiry if it cannot get to the truth".
  • On the 1970 cut-off, the Home Secretary has decided, in consultation with Justice Goddard, "to remove any timeframe from the terms of reference".
  • On reporting, it says the Inquiry, as a "fully independent statutory body", will decide how regularly it reports, but notes Justice Goddard said at her hearing that interim reports "will be made available". Interim reports will "be shared with Parliament".
  • On Justice Goddard's interests letter, the Secretariat "will be making that letter public in due course". On the Hillsborough and Leveson examples, it says the Secretariat and Panel "will wish to consider this".
