Conclusion (the committee's words)
We note that the PHSO and the Charity Commission have been working together constructively to improve their working relationship following the court judgment. However, we remain unconvinced that formalising a Memorandum of Understanding between the two organisations would be the right step to take when the vast majority of organisations under 76 investigation do not have such an agreement in place. We welcome both organisations’ assurances that they are no longer working towards finalising a Memorandum of Understanding. (Conclusion, Paragraph 121)
