Conclusion (the committee's words)
We note the Charity Commission’s acceptance that the Parliamentary and Health Service Ombudsman has the jurisdiction to assess whether their recommendations have been complied with adequately, and whether, as a result, injustice has been remedied. It is for the Ombudsman, and the Ombudsman alone, to judge whether their recommendations have been complied with. It is unquestionably not a matter for the judgement of the organisation under investigation. It is beyond belief that advisers to the Charity Commission, and the Charity Commission itself, ever thought otherwise. (Conclusion, Paragraph 78)
