Conclusion (the committee's words)
The decision to lay a special report before Parliament is a decision for the Ombudsman and the Ombudsman alone. The power to lay a special report under section 10(3) is not reserved only for certain cases, for example, those which may affect large numbers of people. If even one individual 71 alone is judged by the Ombudsman to have suffered injustice as a result of maladministration, that individual must still be given the opportunity for any injustice to be remedied. This should have been known by the Charity Commission through its legal advisers. (Conclusion, Paragraph 26)
