Conclusion
Government should prioritise understanding local needs. Fully populated local needs assessments should be published when projects are announced to demonstrate the purpose of such projects. The IPA should require these assessments as part of the documentation for projects in the Government Major Projects Portfolio (GMPP) and it should also check that departments are publishing the assessments as part of its role as the Government centre of expertise in project management. The Committee will scrutinise this in future evidence sessions.

As part of the Green Book methodology, the Government seeks to identify the option most likely to offer the best social value against the Government’s objectives. This is determined by appraising all of the social, environmental and economic costs, benefits and risks to UK society. The Green Book is currently being reviewed to enhance the strategic development and assessment of projects, consider how to assess and present local impacts and to develop new guidance on transformative or place-based interventions. Further, as part of a new Public Value Framework, the government will establish medium- to long-term outcomes and metrics for all departments and will agree priorities against which performance will be measured, including cross-cutting priorities such as levelling up. local needs as part of their business cases and delivery, this may include publishing needs assessments.
