Recommendation
The Government must be clear on what it means by “levelling up” if it is to plan projects which lead to “levelling up” and measure progress against them. The Committee expects that the infrastructure strategy will be clear on what levelling up means in practice, how infrastructure investment will contribute to levelling up, and what data we can use to measure the success of the levelling up initiative over time. This Committee will examine the infrastructure strategy when it is published and put further questions to ministers.

HM Government Acknowledged
Government believes that infrastructure is central to our economic strategy. Along with the Spending Review, the National Infrastructure Strategy was delayed to later this year to ensure that HM Treasury and departments could remain focused on responding to the immediate public health and economic emergency. The NIS will set out further details on its long-term ambitions, including on decarbonisation and levelling up. The NIS will also formally respond to recommendations made by the National Infrastructure Commission in their National Infrastructure Assessment which is based on detailed consideration of the UK’s long term infrastructure needs, including across regions.
