Conclusion
The Government’s commitment to review the appropriate role for NEDs and departmental boards, as part of the broader Governance and Accountability Review being led by the Rt. Hon. Lord Maude of Horsham, is welcome. However, the Committee is disappointed that it is now over five months overdue.

The Rt Hon. Lord Maude of Horsham has been provided with additional time to ensure that he is able to fully consider all aspects of Civil Service Governance and Accountability, as set out in the review’s terms of reference (published in July 2022). The Cabinet Office expects to receive the final version of Lord Maude’s review in the near future. The Minister for the Cabinet Office wrote to the Chair of PACAC on 6 June reaffirming that the Government will publish the review’s findings.
