Inquiry scopeThe Civil Service Commission exists to provide assurance that civil servants are selected on merit on the basis of fair and open competition; and to help safeguard an impartial Civil Service. The First Commissioner is appointed by HM the Queen on the recommendation of the Prime Minister, for a five-year non-renewable term of office. The position is subject to pre-appointment scrutiny by the Committee.
