This is the government's response, published 1 August 2019.

Summary written by Accountability Index from the government's response. It is not the government's own words.

The Government's response to the Committee's report records "Agree" on many recommendations, "Partially agree" on several, and "Disagree" on others, including those on private finance tracking, ICF governance, new legislation and loss and damage.

  • On climate finance spending, the Government agrees, "though we note that future spending on ICF will be agreed in the Spending Review". It says a decision beyond 2020/21 "will be made as part of the forthcoming Spending Review".
  • On transparency it "partially" agrees. It will "ensure programme and project level data is identifiable" under IATI standards by November 2020, but is "not convinced" that more detailed information would justify the costs.
  • The Government disagrees with the recommendation on tracking private finance reaching those who need it most; it does "not intend" to set up a new metric, citing the complexity of tracking private sector flows.
  • It disagrees with new ICF governance arrangements and with legislation modelled on the Gender Equality Act, stating it "does not agree that new legislation on ODA and climate change is needed".
