Invest in FCDO expertise to ensure effective programming and value for money.

Recommendation
Ensuring the FCDO attracts and retains the highest level of expertise is key for maintaining value for money and delivering effective programming. The Government needs to be ready to invest in both existing and new expertise. (Conclusion, Paragraph 55) Localisation

Government Response – Agree 66. Capable, experienced staff are critical to our ability to deliver on SDG2 and we recognise the importance of investing in our experts to retain their knowledge and skills. We hope to recruit new Food and Agriculture advisory expertise to fill critical gaps in 2025/2026. In addition, we intend to implement a new annual Strategic Oversight Board for capability in food, agriculture and livelihoods across FCDO to ensure we have the right people in the right place, following prioritisation and planning exercises underway. We will also strengthen FCDO’s nutrition capacity across key cadres both through internal and external learning and development initiatives to ensure we have sufficient capability to drive the integration of nutrition objectives across relevant ODA programmes.
