Recommendation 23

23 Accepted in Part

FCDO is not fully leveraging philanthropic power, requiring improved engagement.

Recommendation
Philanthropic organisations have considerable power that the FCDO is currently not wielding to its maximum impact. Whilst the Government must be aware of the risks and implement mitigations where possible, there are compelling reasons for the Department to improve engagement with philanthropic organisations. (Conclusion, Paragraph 74)
Government Response Summary
The government partially agrees on the importance of philanthropic partnerships, stating it is committed to deepening these, has convened strategic roundtables, and is proactively assessing ways to systematically partner, including through strategic dialogues.

HM Government Accepted in Part
Partially agree. Partnerships with philanthropic organisations are important. The FCDO is committed to deepening these to drive the government’s new approach to international development. The FCDO’s existing engagement through formal frameworks and informal collaboration covers a range of activities across shared priorities. Last year for example, FCDO convened a strategic roundtable which hosted over 20 CEOs from international philanthropic foundations (including from the UK, South Africa, Turkey, USA, Italy, Singapore, UAE and Germany) for a discussion on how government and philanthropic organisations can work together to achieve development outcomes. Building on engagements like these, the FCDO is proactively assessing ways to systematically partner with philanthropies - including through convening strategic dialogues to align on emerging priority issues and ensure philanthropies are informed of UK priorities to help complement our multilateral development efforts.
