With a view to maximising the overall effectiveness and value for money of the ICF portfolio, the government should build on any progress it has already made to: • improve cross-departmental coordination by formalising clear lines of responsibility across the four main delivery departments; • better integrate cross-departmental efforts to minimise fragmentation; and • establish robust cross-departmental processes for knowledge sharing to avoid a siloed approach to learning.
