Recommendation
To support better assessment of cost-effectiveness and value for money of the ICF portfolio, we recommend that the government update and publish best buy documents for climate mitigation and adaptation programme options. These documents should be used systematically by staff to guide internal cross-departmental ICF4 prioritisation decisions. (Recommendation, Paragraph 114)
