Recommendation 4

4 Deferred Paragraph: 38

Review the potential role of private equity investment in social housing decarbonisation.

Conclusion
Noting that the role of private investment in decarbonisation has so far been limited, we encourage the Government to review what role private investment might play in meeting net zero, noting the advice from witnesses that this could involve the use of equity rather than debt and should result in more homes becoming available to rent, for example by returning homes that could not previously be rented to the market.
Government Response Summary
The government's response discusses the importance of providers explaining regeneration projects to tenants and ensuring their views are considered, referencing existing governance standards and tenant satisfaction measures. It does not address the recommendation to review the role of private investment in social housing decarbonisation.

17. We agree with the committee about the importance of providers explaining regeneration projects to tenants, listening to and taking account of their views, and ensuring appropriate information is provided about what has been done with this feedback. Our Governance and Financial Viability Standard requires landlords to have governance arrangements in place that ensure they are accountable to tenants. We believe that this, coupled with our requirements relating to meaningful influence and scrutiny in the Transparency, Influence and Accountability Standard, sets out clear expectations of providers. Whether landlords are telling tenants what they have done with their feedback is an area that we seek assurance on in our inspections. In addition, the Tenant Satisfaction Measures (TSMs) specifically ask tenants about their satisfaction that the landlord listens to their views and acts on them.
