Conclusion
Council tax is a regressive and unfair tax. We note the Government’s decision to prioritise other areas of local government funding for reform, but any local government reform that does not address council tax will be undermined by the current system. Council tax reform should be a higher priority on the Government’s agenda. (Conclusion, Paragraph 154)

While the Government currently has no plans to reform Council Tax, the approach to accounting for Council Tax income in the allocation of Government funding is a key focus of this Government’s funding reform proposals. The government keeps all tax policy under review and the Chancellor makes tax policy decisions at fiscal events.
