The Ministry must publish an interactive map of CIL coverage on its website, updated quarterly to include the rates charged in each local authority in England. Publishing a national map would support the housing sector to navigate different charging schedules across local authorities; would enable greater public scrutiny of the variations between local planning 64 authorities; and would allow the Government to demonstrate how any future reforms to CIL are improving coverage and infrastructure outcomes. 54. CIL is a locally-set rate, and charging authorities must publish a charging schedule on their website which sets out their CIL rates. The Government considers these the most appropriate information sources for CIL. 55. Rates can vary within CIL-charging authorities based on a development’s scale and location, making side-by-side comparisons between LPAs difficult. Further, given different rates may apply to different types of development (e.g. residential versus office or retail), and these are not necessary consistently defined across LPAs, there are risks involved in presenting collated data in a way which may lead to unfair comparisons. 56. The Government therefore intends to publish a map of CIL coverage in England, alongside a list of CIL charging authorities in England by region, without accompanying information on rates, given the risks this would entail.
