Recommendation
The government must ensure the fees landlords need to pay to register on the Private Rented Sector Database are sufficient to fund a substantial increase in local authority capacity. The government should then use this income to provide an annual ringfenced amount to local authorities to help fund their regulatory activities. (Recommendation, Paragraph 118)
