Recommendation (the committee's words)
We recommend that the government place a duty on local authorities to take enforcement action against any breach of the new Decent Homes Standard, not just breaches of Criterion A. This will act as a stronger incentive for landlords to comply. (Recommendation, Paragraph 43)
