Conclusion
There are mixed views about what makes housing affordable, and no statutory definition of affordable housing. The main official definition, in the National Planning Policy Framework, is not reflective of the housing needs in the country. While we support the recent separate identification of Social Rent as its own category of affordable housing, other forms of so-called affordable housing are not truly affordable for many people.
