Recommendation 23

The ministry should require councils to forecast demand for people with complex needs as part of their action plans to highlight where there are gaps in provision and demonstrate how the funds allocated through the Local Authority Housing Fund are being used to fill gaps in available provision. The Government must also require local authorities to ensure that all new temporary accommodation built with these funds meets Part M4 (2) of the Building Regulations. (Recommendation, Paragraph 74)
