Conclusion
We understand the concern from the private building control profession about the conflict of interest arising from the regulator’s dual role as building control body for higher-risk buildings and regulator of the building control profession. While we recognise that starting afresh with this Bill would be time-consuming, this is an issue which needs to be addressed if there is to be public confidence in the new system.

The Government acknowledges that there may be a perception of conflict arising from the Building Safety Regulator’s dual role as regulator of the building control profession and building control body for higher-risk buildings. However, we consider that this is outweighed by the benefit of having a single regulator overseeing building safety. There is a strong read across between the systemic oversight of building control bodies and the direct regulation of higher-risk buildings.
