Recommendation
To maximise the number of people accessing high streets by foot, bicycle, or public transport, the Government should ensure that the revised Manual for Streets includes clear guidance on how to make walking, cycling, and public transport accessible to people of all characteristics and backgrounds. The Government should also develop guidance to help local areas set their own targets for increasing walking and cycling, and this guidance should include advice on maximising the benefits for high streets and town centres.

Section 6 of Manual for Streets already provides detailed guidance to local highway authorities on designing streets for all people regardless of age or reliability. This will be updated in line with latest best practice. The Government’s long-term strategy for walking and cycling published in Gear Change set an ambition for half of all journeys in towns and cities to be made by walking and cycling. The Department for Transport has already provided guidance and specialist planning support to local authorities to assist them with network planning for cycling and walking, which prioritises access to high streets and town centres.
