Recommendation
In line with our predecessor Committee’s recommendations and our report on the planning system in England, Local Plans and strategies for high streets and town centres must be updated regularly in order to keep pace with changing trends. This will also help to identify how vacant units arising from the pandemic can be put to best use. A plan that is more than five years old will do little to support a high street for the future. The Government should also publish annually a list of which areas have strategies for their high streets and town centres and when they were last updated.

The Government agrees with the importance of up-to-date Local Plans. Having an effective, up-to-date plan in place is essential in making good use of land, resulting in well-designed and attractive places to live. On 19 January 2021, a Written Ministerial Statement was made in the House of Commons which set out the importance of maintaining progress to get up-to-date Local Plans in place by December 2023. As part of the planning reforms, we are considering measures to support and improve the implementation of up-to-date Local Plans.
