Conclusion
To date, the Government has been reluctant to be transparent with Parliament about the substance of its position in talks with the EU and progress in those negotiations. We are not asking for Ministers to give, in their words, a “running commentary”, but there is significant scope for improvement in the flow of information. (Conclusion, Paragraph 202)

The Government has made the Sanitary and Phytosanitary Agreement with the EU a political priority and convincingly demonstrated its potential economic benefits if properly negotiated. However, important questions remain about the scope of the Agreement and of any exemptions from the UK’s obligation to align with EU rules.
