Recommendation
The review should be undertaken with the active engagement of the UK aviation sector, which is principally responsible for delivering the reductions in emissions it has claimed are possible: any shortfalls in delivery ought to be reviewed and urgently remedied.

The Government notes this recommendation. The Government are committed to a data led approach in our policy making and we remain transparent in our modelling towards Jet Zero. We will monitor progress against our emissions reduction trajectory on an annual basis from 2025, with a major review of the Strategy and delivery plan every five years. The first major review will be in 2027, five years after publication of the Strategy in 2022. We are consistently reviewing and updating our underlying evidence and analysis relating to aviation decarbonisation, and any updated modelling as a result of this will be included in our reviews of the Jet Zero Strategy. To further our monitoring and to effectively track progress against our Jet Zero targets, we plan to produce a comprehensive monitoring and evaluation framework which will include suggestions for appropriate data collection methods, monitoring metrics, and evaluation activities.
