The Government must take strong steps to overcome the problems besetting the system by mandating that producers, compliance schemes, local authorities and AATF enter longer term contracts to create partnerships and longer-term certainty. It must also ensure that the market is regulated to a high-enough standard to prevent unscrupulous operators. (Paragraph 147) Conclusion
