Recommendation
The Government should bring forward the allocation of the £3.8bn of funding pledged before the 2019 general election. This would deliver cost savings at scale. This funding should be frontloaded to reap the benefits of cumulative emissions savings towards net zero. The Government should also allow housing associations to lead bids, so as to ensure that the available funding is used quickly and effectively. (Paragraph 86) Energy Efficiency of Existing Homes 59

The Autumn 2020 Spending Review committed £60m of funding for the first wave of the £3.8bn manifesto commitment in financial year 21/22. The Government recently announced an extra £300 million of funding to be invested to cut greenhouse gas emissions from the nation’s homes through energy efficiency and low carbon heating schemes, delivered through the Green Homes Grant Local Authority Delivery Scheme and Social Housing Decarbonisation Fund. Following this announcement there will be around £160m of funding for the first wave of the SHDF in 2021/22. We will continue to work with the Treasury to secure further funding in line with the manifesto commitment. Energy efficiency of existing homes: Government Response 13 BEIS is currently developing the design guidance for the Social Housing Decarbonisation Fund. During this development, a wide range of possibilities will be examined to ensure successful delivery of the fund. The SHDF is intended to be open to all social housing landlords, including housing associations.
