Recommendation
A mandatory requirement to undertake whole-life carbon assessments when undertaking building projects will further incentivise retrofitting. This provides another justification for our whole-life carbon recommendation in chapter 2.

As noted above, the NPPF is clear that the planning system should support the transition to a low carbon future in a changing climate. It should help to: shape places in ways that contribute to radical reductions in greenhouse gas emissions, minimise vulnerability and improve resilience; encourage the reuse of existing resources, including the conversion of existing buildings; and support renewable and low carbon energy and associated infrastructure. As set out above, we intend to consult on our approach and interventions to mainstream the measurement and reduction of embodied carbon in the built environment in 2023.
