There is merit in exploring the creation of a public sector service of full-time certifying officers, especially given the Government’s desire to increase food and drink exports. This could increase confidence that EHCs would be promptly certified and provide a standardised pricing structure. Defra should examine the experience of other countries which provide a public sector certification service and publish a report on its findings within the next twelve months.
