The Government’s new strategic framework for energy infrastructure planning represents a significant departure from the existing market-led approach to development by industry. The SSEP will be a guide for industry and represent an optimal energy system. We are not intending to create a fully planned system but to create a hybrid system where both markets and government spatial strategy play a role in guiding the location of new investment. The amendment to the NPS to endorse the electricity network recommendations in the CSNP highlights that NESO’s recommendations will be high level covering the strategic parameters of projects while project level details such as routing will be subject to local planning process and consultation.
