The Government should adopt and publish an explicit fairness principle for the transition in that no household in or at risk of fuel poverty should be left worse off by the costs of decarbonisation. It should publish an annual assessment of the distributional impact of energy policy costs. Fairness should be built into the design of the transition, not retrofitted through communications.
