We welcome the duty that the bill places on the Secretary of State to involve the public in the planning of commissioning arrangements. However, it is unclear to us from the language in the bill whether this would go as far as requiring service users to be involved in the co-production of the service design and delivery. We believe that this should be explicitly specified on the face of the bill. (Conclusion, Paragraph 21) 22
