107. We accept this recommendation in part. 108. The Health and Care Bill will build on the work of existing non-statutory integrated care systems ( ICSs ) by establishing new NHS bodies known as integrated care boards ( ICBs ) and requiring the creation of integrated care partnerships ( ICPs ) in each local system area. This will empower local health and care leaders to join up planning and provision of services, both within the NHS and with local authorities, and help deliver more person-centred and preventative care. 109. Each ICB and their partner local authorities will be required to establish an integrated care partnership, bringing together health, social care, public health (and potentially representatives from the wider public space where appropriate, such as social care providers or housing providers). ICPs will be tasked with promoting partnership arrangements to address the health, social care and public health needs of their system. 110. The Bill requires ICBs to produce an annual joint forward plan which will set out how it will meet the health needs of its local population. This includes mental health and children and young people’s health. The plan must have a particular focus on how an ICB proposes to carry out its functions with regards to the improvement in quality of services, reducing inequalities, considering the wider effects of decisions, public involvement and consultation, and financial duties.
