It is not the government's own words.The Government accepts or welcomes much of the Committee's direction on prison health, but does not accept that prisoners are routinely held in unsafe or unsanitary conditions and declines some specific recommendations.
- On prison reform, it "accepts the recommendation" that reform plans should place greater emphasis on health, wellbeing, care and recovery.
- It declines to commit to a date for prisoners to be unlocked for a set time, saying "a single target would not be helpful" because prisons differ.
- It does not agree that an independent evaluation of measures to act on HMIP recommendations "would be valuable at this stage", citing the need for time to embed.
- On liaison and diversion, it says full geographical coverage in England is planned "by March 2020", with full funding scheduled by April 2021.
